El avance de la frontera hídrica en Uruguay: agronegocio, riego y el acaparamiento de las aguas

En Uruguay asistimos a un impulso a la expansión del agronegocio a partir de la apertura a la financiarización del riego agrícola. Una nueva Ley de Riego (2017) habilita la generación de embalses para el represamiento de agua, con la participación del capital financiero. El desarrollo de estos mecanismos puede iniciar un proceso de acaparamiento de aguas, antagónico con las iniciativas que en el país han promovido la consideración del acceso al agua potable y el saneamiento como derecho humano desde 2004. En este trabajo abordamos el proceso de mercantilización del agua en el agro uruguayo desde el siglo XX, las etapas de expansión de la frontera hídrica con la incorporación del agua a la lógica del agronegocio y las resistencias que han generado.  AbstractIn Uruguay, we are witnessing a new impulse for the expansion of agribusiness from the financialization of agricultural irrigation. An Irrigation Law (2017) enables the generation of reservoirs for water damming, with the participation of financial capital. The development of these mechanisms will produce a process of water grabbing, antagonistic to the initiatives in the country that have promoted the consideration of access to drinking water and sanitation as a human right since 2004. In this work we address the process of commodification of water in Uruguayan agriculture since the 20th century, the stages of expansion of the water frontier with the incorporation of water into the logic of agribusiness and the resistance they have generated.
