AN AGRICULTURAL INPUTS PRICE INDEX. ELABORATION AND APPLICATION

El artículo expone la metodología de construcción de un Índice de Precios de Insumos Agrícolas (IPIA), referido a cultivos extensivos de la región pampeana. El sistema estadístico argentino no genera un indicador semejante, siendo que ese vacío no caracteriza a sus pares de otros países productores de granos. Siguiendo normativas de factura de índices de precios de distintos entes estadísticos, se propone y especifica la estructura de ponderadores de los productos clasificados en divisiones y rubros principales (combustible, semillas, fertilizantes y fitosanitarios), así como las fuentes de información de las que se nutre, los criterios de actualización de la canasta de bienes relevada y los mecanismos de ajuste. El IPIA puede tener múltiples aplicaciones, tanto para la investigación académica sobre el sector agropecuario como para la toma de decisiones en el plano microeconómico o en materia de políticas públicas relacionadas con la actividad. Posteriormente se computan la serie y se analiza la evolución de los distintos componentes. Se construye y discute además la serie del cociente IPC/IPIA, con el fin de analizar un mecanismo de diferenciación de explotaciones agropecuarias que históricamente ha tenido gran incidencia.
The article exposes a methodology for the construction of an ‘Agricultural Input Price Index’ (IPIA). The argentine statistical system does not generate an indicator of this characteristics, and its peers in other grain-producing countries don’t suffer this shortage. Following normatives for price indices construction elaborated by different statistical entities, we propose a weight structure for the different items involved (fuel, seeds, fertilizers and pesticides), as well as the information sources from which nourishes, the criteria for updating the input basket and other adjustment mechanisms. The IPIA can have multiple applications, both for academic research on the agricultural sector and for decision making at the microeconomic level or on public policy related to the activity. Afterwards, the series are computed and the evolution of its different components is analyzed. The series of the IPC/IPIA ratio is also constructed and discussed, in order to analyze a differentiation mechanism of agricultural firms that has historically had a great impact.
